dc.description.abstracteffectiveness and preventing juveniles from reoffending. This qualitative research used the in-depth interview and focus groups to collect data. There were 40 samples in this research, including the Department of Juvenile Observation and Protection administrator, criminologist, lawyer, social worker, personnel of vocational education institutions, and representative of establishments in Bangkok and regional areas. The results revealed that effective pre-release for reintegrating juveniles toward drug offenses comprised 2 elements: a rehabilitation program and social sector participation. This is because a few establishments allowed juveniles to participate in vocational training. Therefore, the government sector should publicize the project to expand the network of establishments ready to cooperate in vocational training projects for juveniles.
