Abstract
Problem Statement: Suan Dusit Rajabhat University has operated distance learning services for many terms and has invested a high budget in this mission but the requirements of learners are different so the policy of the university must also be approved. The purposes of this research aimed at investigating the levels of factors affecting distance learning services and factors affecting the policy of distance learning services of Suan Dusit Rajathat University. Approach: A total target population was 4,228 people A sample for qualitative research of 23 people consisted of 1 rector, 1 chairman of rector's consultant, 7 directors of learning service centers and 14 lecturers. A sample for quantitative research consisted of 364 undergraduates studying in the fourth year. Instruments used for collecting data consisted of a questionnaire and an in-depth interview. A triangulation technique was used for examining the data. Statistical methodologies used for analyzing the data were mean, standard deviation, maximum, minimum, skewness, peakness and variable relation. The statistical programs used for analyzing research data were SPSS and LISREL MODEL. Results: 1) The levels of the factors affecting distance learning services of Suan Dusit Rajabhat University revealed that the factors such as leadership, strategic planning, people service, human resources management and policy of distance learning services had positive effects on distance learning services of Suan Dusit Rajabhat University. There was relation among independent variables in each group of latent variables and the relation of all pairs of independent variables had a range from.527 to. 769 which was not over.80, thus it did not cause multicollinearity. An overview of the research revealed that the factor of policy of distance learning services of Suan Dusit Rajabhat University was at a moderate level, whereas the factor of human resources management was the highest efficiency at a high level, the factor of leadership was secondary, the factor of people service and the factor of strategic planning were at a moderate level. 2) The factors affecting the policy of distance learning services of Suan Dusit Rajabhat University revealed that they had their effectiveness according to all hypotheses at the. 05 statistical significance level. Leadership directly affected the policy of distance learning services at the influence-magnitude of 0.61 within standard deviation of 0.03, it affected the policy through human resources management at the influence-magnitude of 0.32 within standard deviation of 0.08, it affected the policy through people service at the influence-magnitude of 0.39 within standard deviation of 0.06 and it also affected the policy through strategic planning at the influence-magnitude of 0.98 within standard deviation of 0.04 Strategic planning directly affected the policy of distance learning services at the influence-magnitude of-0.26 within standard deviation of 0.07, it affected the policy through human resources management at the influence-magnitude of 0.66 within standard deviation of 0.08 and it also affected the policy through people service at the influence-magnitude of- 0.53 within standard deviation of 0.10. People service directly affected the policy of distance learning services at the influence-magnitude of - 1.15 within standard deviation of 0.46. Human resources management directly affected the policy of distance learning services at the influence-magnitude of 1.79 within standard deviation of 0.56 and it also affected the policy through people service at the influence-magnitude of 1.13 within standard deviation of 0.03 Conclusion/ Recommendation: The finding of this research revealed that leadership was the most important factor because it directly affected the expectant policy and led to the strategic planning which focused on people service in order to satisfy them.
