    An improved paperless process model for qualification assurance in higher education

    It is greatly necessary for higher education in Thailand to enhance the quality and competitiveness of education, placing a clear emphasis on the specialization in both general and specific fields of study. Supported by the consistent development of quality and standards admired by service users, the quality assurance has become an integral part of quality development of higher education as it can guarantee the enhanced quality and standards of institutional management from the most fundamental to highly advanced levels. Therefore, higher education is required to evolve new dynamic systems and mechanisms of quality assurance in an efficient and consistent manner. Educational personnel have been encouraged to keep pace with the advancement of the quality assurance to be part of their routine education-related tasks, inspired by the application of modern technology to ensure greater accountability and convenience in using the required information. Significantly, the quality assurance has been expected to reduce redundant costs and excessive resources for Thailand�s education industry. The purpose of this research is to urge higher education to pay greater attention to the development of the �paperless system� in line with the Thai Qualifications Framework for Higher Education (TQF: HEd) is based on the Information System Development Life Cycle and the CSIPOCF model. � 2019 Association for Computing Machinery.

    DEVELOPMENT OF WORK-BASED LEARNING SKILLS BANK TO ENHANCE LEARNING AND INNOVATION SKILLS ON EARLY CHILDHOOD EDUCATION FOR CAREGIVERS

    Abstract The study has the objectives to develop work-based learning skills bank to enhance learning skills and innovation in Early Childhood Education (ECE) among the caregivers under the Department of Local Administration. This research and development focus on shaping the direction of caregiver’s development according to the existing environment; the caregiver here means a person taking care of children aged 2-5 in their local area at daycare center under the Department of Local Administration. This study includes the analysis drawn from confirm factor analysis (CFA) to determine the factors of work-based learning skills bank. The sample group being comprised of 10 experts in ECE and technology, and 1,467 caregivers was selected from a total population of 46,673 through multi-stage sampling. The qualitative data was collected from the experts by the semi-structured interview and content analysis, and questionnaire on work-based learning behavior was used to acquire the quantitative data from the caregivers of which reliability was 0.945 with CFA. The study found five factors of work-based learning skills i.e. (1) technology, (2) knowledge, (3) learning activities, (4)outcome analysis and evaluation, and (5) work. It is found that each factor has had its key indicatorand each one has resonated with the empirical evidence according to the Goodness of Fit Index (GFI).The GFI has showed the chi-squired value of 0.04 and relative chi-squared value of 0.04. Thestandardized factor loading of each factor and factor indicator have ranged between 0.756-0.936 and0.436-0.936 respectively.     Transformation from a traditional university into a smart university

    Education is a method to enhance people�s knowledge, capability, and ethics in order to apply knowledge and competency creatively. As a result, this will benefit himself/herself and the social as a whole. Thailand�s economic structure is moving toward �Value�Based Economy� or �Innovation Driven Economy� or Thailand 4.0. Major economic city is announced to become the Smart City while the University is an essential driving mechanism. This paper presents components and concepts of administration shifting from traditional university to become the smart university. Also, we analyze Academic Information Systems (AIS) at university level including Transaction Processing System (TPS), Management Information System (MIS), Decision Support System (DSS) and Executive Information System (EIS) as framework and guideline for management of Smart University and driving Thailand 4.0 policy. � 2018 ACM.
